DWAYNE G BERNAL
President

As president and chief executive, Mr. Bernal supervises all activities of the company by being involved in key management and strategic decisions, and plays a key role in the business development of the firm. His experience includes client liaison, contract negotiations and administration, project scoping and budget, manpower assignments and overall project quality control. He is directly involved with day-to-day as well as long range operations of the firm.
Dwayne is actively involved in the local business community through his role as an appointee to the NOLA Business Alliance, a not-for-profit corporation that serves as the City of New Orleans’ official public-private partnership for economic development; as well as a member of the Business Council of New Orleans & The River Region, a collaborative effort of engaged business leaders who believe New Orleans is a rewarding place in which to live and work. The Business Council focuses on public policy issues that affect New Orleans’ quality of life and prospects for the future. In additional to his passion for engineering and business, Dwayne is committed to community services, social uplift, and the arts.
A graduate of the United States Military Academy (West Point), Mr. Bernal excelled in the classroom, graduating in 2001 in Engineering Management with a focus in civil engineering. Commissioned in the Air Defense Artillery Branch, he proudly served as a Second and First Lieutenant in the United States Army.
MICHAEL L PUGH

As Vice President and Principal-in-Charge, Mr. Pugh supervises all technical operations of the company which include plan preparation, budgeting, cost control and monitoring, team supervision, engineering design, and construction management. Michael has a broad experience in engineering resulting from nearly 15 years in the consulting/engineering practice. His experience includes design and construction management of roadway and drainage systems, marine facilities, storm water management and treatment, water transmission, and waste water systems.
Immediately after the impact of Hurricane Katrina, Mr. Pugh engaged in engineering recovery operations for local and federal clients, which included infrastructure assessment and repair to sanitary sewer, water distribution and storm drainage systems, debris removal management, and by-pass pumping operations. His responsibilities included managing up to 50 separate contractors, coordination with federal, state and local officials and general engineering management.
A graduate of Louisiana State University in 1997 with a BS in Civil Engineering, Mr. Pugh is a member of the American Society of Civil Engineers (ASCE) and Coasts, Oceans, Ports, & Rivers Institute (COPRI). He is a Registered Professional Engineer in the States of Louisiana, Alabama and Virginia and a Licensed General Contractor in the State of Louisiana.
CLIFTON KYLE

As Vice President, Mr. Kyle is responsible for the daily operation of all Royal offices along with developing and implementing all company policy and procedures. Cliff also leads our Proposal Working Group (PWG), which is responsible for all procurement and proposal development company-wide. Cliff has a solid foundation as an industrial engineer with over 9 years of consulting experience. He has experience in contract negotiation, value engineering, state and federal regulations, project optimization, risk management, safety, quality assurance, resource maximization and efficiency, with a diverse set of governmental agencies.
Prior to joining Royal, Cliff served in the United States Army as an Infantry Officer. While on active duty, he successfully deployed as an Airborne Rifle Platoon Leader to both Afghanistan and Iraq in support of the global war on terror. His efforts were recognized and he was awarded the Bronze Star. Currently, Cliff continues his service as an Army Reserve Officer. He is a member of an Observer Controller/Trainer (OC/T) team that is responsible for training Reserve units prior to combat deployments.
A graduate of the United States Military Academy at West Point, Cliff holds a Bachelor’s Degree in Operations Research. He also earned a Master of Science in Engineering Systems Management from Texas A&M University at College Station, and received his Juris Doctorate from the University of Houston. Cliff’s professional affiliations include the American Society of Military Engineers (ASME), the Association of Graduates-West Point, and Military Operations Research Society.

As Vice President, Mr. Andrus oversees the technical operations of the Lafayette, Cameron and Mobile offices in addition to all coastal and environmental projects company-wide. Mitch has a wealth of experience and education in civil and environmental engineering, and specializes in managing complex coastal projects. He has over 12 years of engineering experience managing projects and tasks for government organizations such as the U.S. Army Corps of Engineers, the National Marine and Fisheries Service, the Natural Resources Conservation Service, the U.S. Environmental Protection Agency, the U.S. Fish and Wildlife Service, the Louisiana Department of Natural Resources and many other governmental entities.
Additionally, Mr. Andrus has a diverse range of capabilities demonstrated by a background not limited to engineering. He is well-versed in scientific research, field investigations, project design and management, permit coordination, feasibility studies, and technical writing. Mr. Andrus is a proven leader and possesses a deep commitment to preserving, restoring, and sustaining Louisiana’s coastal resources and communities.
A graduate of Louisiana State University, Mitch holds a Bachelor’s Degree in Civil Engineering, and Master’s Degree in Oceanography and Coastal Sciences. He is a Registered Professional Engineer in the State of Louisiana and is also a board member of the Coast Builder’s Coalition.
