As chairman of Royal Engineers & Consultants, Dwayne Bernal serves as the lead for business development opportunities in the Greater New Orleans area.  He continues to be an active member of the executive team through involvement in key management and strategic decisions.  Dwayne’s experience includes client liaison, contract negotiations and administration, project scoping and budget, manpower assignments and overall project quality control.

Dwayne remains actively involved in the local business community through his role as an appointee to the NOLA Business Alliance, a not-for-profit corporation that serves as the City of New Orleans’ official public-private partnership for economic development; as well as a member of the Business Council of New Orleans & The River Region, a collaborative effort of engaged business leaders who believe New Orleans is a rewarding place in which to live and work. The Business Council focuses on public policy issues that affect New Orleans’ quality of life and prospects for the future. In additional to his passion for engineering and business, Dwayne is committed to community services, social uplift, and the arts.

A graduate of the United States Military Academy (West Point), Mr. Bernal excelled in the classroom, graduating in 2001 in Engineering Management with a focus in civil engineering. Commissioned in the Air Defense Artillery Branch, he proudly served as a Second and First Lieutenant in the United States Army.

As President of Royal Engineers & Consultants,  Michael Pugh supervises the day-to-day operations of the company which include team supervision, financial management, growth strategies and overall business operations. Michael has a broad experience in engineering resulting from over 20 years in the consulting/engineering practice. His experience includes design and construction management of roadway and drainage systems, marine facilities, storm water management and treatment, water transmission, and waste water systems.

Immediately after the impact of Hurricane Katrina, Mr. Pugh engaged in engineering recovery operations for local and federal clients, which included infrastructure assessment and repair to sanitary sewer, water distribution and storm drainage systems, debris removal management, and by-pass pumping operations. His responsibilities included managing up to 50 separate contractors, coordination with federal, state and local officials and general engineering management.

A graduate of Louisiana State University in 1997 with a BS in Civil Engineering, Mr. Pugh is a member of the American Society of Civil Engineers (ASCE) and Coasts, Oceans, Ports, & Rivers Institute (COPRI). He is a Registered Professional Engineer in the States of Louisiana, Alabama and Virginia and a Licensed General Contractor in the State of Louisiana.

As Executive Vice President, T Mitchell Andrus oversees the technical operations of the Lafayette and Cameron offices in addition to managing all coastal and environmental projects company-wide.  Mitch has nearly 20 years of civil and environmental engineering experience, specializing in managing complex coastal projects in addition to management of projects and tasks for government organizations such as the U.S. Army Corps of Engineers, the National Marine and Fisheries Service, the Natural Resources Conservation Service, the U.S. Environmental Protection Agency, the U.S. Fish and Wildlife Service and the Louisiana Department of Natural Resources.

Additionally, Mr. Andrus has a diverse range of capabilities demonstrated by a background not limited to engineering. Mitch is well-versed in scientific research, field investigations, project design and management, permit coordination, feasibility studies, and technical writing. Mr. Andrus is a proven leader and has grown the Royal Engineers Lafayette business to become the second largest volume producer in the region for the firm.

A graduate of Louisiana State University, Mitch holds a Bachelors Degree in Civil Engineering, and Masters Degree in Oceanography and Coastal Sciences. He is a Registered Professional Engineer in the State of Louisiana and is also a board member of the Coast Builders Coalition. Mitch remains committed to preserving, restoring and sustaining Louisiana’s coastal resources and communities, a sensibility he brings to every project he touches.

As Senior Vice President, Kirk Rhinehart manages Royal’s Baton Rouge office and leads Royal’s coastal services in Louisiana and throughout the Gulf Coast. He serves as principal scientist and planner for coastal programs and projects and collaborates extensively with Royal’s coastal engineering staff on design and construction related matters.

Kirk has a broad experience in coastal sciences, stemming from nearly 25 years of coastal protection and restoration planning, permitting, monitoring and research. His experience includes development and implementation of projects in every basin in coastal Louisiana, and he has been involved in a myriad of projects from small scale marsh creation to massive sale river diversions and levee systems.  Mr. Rhinehart was the leader in developing the templates for Louisiana’s Comprehensive Master Plan and Annual Plan which are still in use today.  This extensive and diverse background in coastal protection and restoration projects, programs, and issues provides comprehensive coastal expertise to Royal’s Federal, State, Local and Private sector clients.

A graduate of Salisbury State University in 1989 Kirk graduated with a BS in Biology/Ecology. He also earned a Master of Science in Oceanography and Coastal Sciences from Louisiana State University in 1994.  His commitment to the coast and the communities that depend on it are a valuable asset to Royal and the clients we serve.
